Carnival rides and permanent park rides are counted by different agencies using different methods. No number below crosses that seam unflagged. (Official documents call them "mobile" and "fixed-site" rides.)

Are carnival rides more dangerous than permanent park rides?

This page does not answer that question. It hands you every public US injury and fatality series ever published on it, with the denominators, the measurement seams, and the strongest form of each side's argument, and lets you decide.

Those odds are for permanent parks (Braksiek & Roberts 2002); nobody has ever measured the equivalent for carnival rides, which is part of the story. The carnival industry's own claim is about 8 injuries per million riders (OABA).

Head to head, the last time anyone counted both the same way

Emergency room visits, 2004, federal CPSC estimate (the government's hospital injury sample). After 2004 the government stopped separating the two, so this is the final scoreboard.

Permanent parks sent more people to the ER than carnival rides in most years both were counted. And the thing that beat them both was not a ride at all: bounce houses (CPSC 2005 Update; by 2010, inflatables were putting about 31 kids a day in US emergency rooms, Pediatrics 2012).

Deaths in the official record

Documented deaths skew heavily toward permanent parks (46 of 67 ride deaths, 1987-2004). Bounce houses got their own separate count: 4 documented deaths, 2002-2005. Two caveats that matter: the government itself called these counts incomplete, and nobody has kept a death count at all since 2005 (CPSC; see Deaths & incidents).

The catch: nobody agrees how many people ride

Parks host roughly 300 million visits a year by their own survey. For carnivals and fairs, the two trade groups disagree by 5x: ~100 million (the fair association IAFE) vs 500 million (the carnival association OABA). Pick one and carnival rides look worse per visitor; pick the other and they look the same as parks. That single choice decides the argument, which is why this page shows both versions instead of picking.

Tips for carnivals and theme parks

  • The dangerous moment is getting on and off. About a third of reported park injuries happen entering or exiting, and most of the rest involve rider behavior during normal motion, not machine failure (causes).
  • Bounce houses are the biggest single ER category in the federal numbers, and pediatric inflatable injuries rose 15-fold from 1995 to 2010 (studies).
  • When carnival rides do go wrong, it skews mechanical. Incident reports flag mechanical causes about 5x more often for carnival rides than park rides, with the caveat that the reporting is patchy (the comparison).
  • Your state may or may not inspect anything. 8 states plus DC have no state program for permanent parks, and Florida exempts Disney, Universal, SeaWorld, Busch Gardens, and Legoland from state inspection. Check yours in Your state.

The debate, stated fairly#

Three positions, equal weight, each sourced. Nothing below ranks them.

The case that carnival rides are more dangerous

  • Carnival rides live through constant assembly and teardown, in weather, on tight schedules, with rotating crews (OABA describes the setup/inspection cycle; the Fire Ball corrosion failure passed inspection the same day).
  • Inspection regimes vary state by state, and several states have no program at all (CPSC 2015 directory, 2010 edition).
  • Very few carnival operators report accident data anywhere public, so the traveling-ride record is thin by design (CPSC 2005 Update was the last federal count; see Data gaps).
  • Saferparks records on carnival rides carry mechanical-cause flags at roughly 5x the permanent-park rate: about 20% vs 4-7% (legacy set, 2017 set, with Saferparks' own no-comparisons caveat).

The case that permanent parks are more dangerous, or at least not safer

  • Permanent parks posted higher raw injury counts in most years of the only period both were counted the same way, 1997-2004 (CPSC 2005 Update).
  • Federal oversight was removed from permanent park rides in 1981 and never restored (CPSC; NBC series-end confirmation).
  • Park injury figures since 2005 come from the NSC/IAAPA survey, a voluntary count run by the National Safety Council and paid for by IAAPA, the parks' trade association, with partial participation (NSC/IAAPA 2022 report, ~60% of estimated attendance responding in recent editions per the 2024 edition).
  • Documented ride deaths skew heavily toward permanent parks: 46 of 67 documented 1987-2004 (CPSC 2005 Update).

These switches change the charts below. Each one is a real analytic choice, not a display preference. The page never mixes measures on one axis.

Measure type

ER visits = the federal CPSC's hospital sample (everyone who showed up at an ER). Industry = the NSC/IAAPA survey, injuries parks chose to report to a survey their own trade association pays for. State = the two states that publish counts. ER counts run about double industry counts for the same year; they are different universes and never share an axis here.

Different sources fold bounce houses, waterslides, and go-karts in differently. "Include" switches the post-2005 federal line to CPSC's broader grouping (adds waterslide codes) and shows the CPSC inflatable series alongside the 1993-2004 split. It also pre-filters the incident table.

Injuries by year, parks vs carnivals#

Estimated ER-treated injuries per year. This counts emergency room visits linked to amusement rides, not all injuries and not severity. The shaded band, 1997-2004, is the only window where carnival and park rides were ever counted the same way.

    Who gets hurt: peer-reviewed studies#

    Independent academic analyses of the federal ER sample. These are study findings with their own periods and methods, not a continuous series, so they render as a table rather than a chart.

    Cause attribution#

    Who says injuries happen, and on what basis. Percent of injuries with a given contributing factor. These are attributions by interested parties or coder judgments, not adjudicated causes.

They are not weighted national estimates. The older OABA claim that "80% of accidents are horseplay" has no stated evidentiary source per Woodcock 2019.

    Fatalities by year#

    Deaths CPSC could document, by site type. Documented means found in CPSC's databases, not a census; CPSC itself called these undercounts, and hatched bars mark years CPSC flagged as incomplete. No US fatality census has existed since 2005.

    No trend line is drawn: reporting is flagged partial in every year. CPSC's capture-recapture estimate put true 1987-2002 deaths at 71 vs 57 documented. After 2005 the only federal figure is a 2017 CPSC statement of "22 deaths since 2010," excluding waterparks and workers. Individual deaths after 2005 appear in the incident files, but nobody counts them all.

    State regulation#

    Who inspects what, from CPSC's 2010 and 2015 state directories plus an 11-state deep dive. The finding this table surfaces: 8 states plus DC have no state inspection program for permanent parks, Florida exempts its five largest operators from state inspection entirely, and Texas is the only state publishing machine-readable injury data.

    Deep-dive columns (inspection regime, publishes data) exist only for the 11 states studied in detail; other rows show the directory's program status. "Insurer" and "third party" mean the state requires inspection but does not perform it.

    Incidents#

    Thirteen incidents that changed the rules

    Each card carries the official cause finding where one exists, and what regulation changed because of it.

    The Saferparks record: 23,288 incident reports, 1986-2017

    Mandatory flag, in Saferparks' own words: the data "does not represent a complete record of ride-related accidents and cannot ethically be used to compare or contrast the safety of different rides, parks, carnivals, or states" and "cannot be used to estimate injury rates or compare states, parks, rides, or years." Reporting laws differ per state, so category shares are artifacts of coverage. Use this table only for cause, mechanism, and device-type patterns.

    The severity column is not a Saferparks field. It was derived for this dataset by keyword classification of free-text narratives (fatality, hospitalized, transported, severe injury mentioned, treated and released, unspecified, unknown), first match wins. It reflects what a narrative mentions, not clinical outcome, and the 104 fatality records include natural-cause and employee deaths. Do not read it as a fatality census.

    Data quality#

    Series freshness: the CPSC mobile vs fixed split ended with 2004 data (published Sep 2005), the CPSC fatality series ended with the same report, Saferparks collection stopped mid-2017, and TEA/AECOM's park attendance index ended with 2023. Still publishing: CPSC NEISS totals (through 2025), the NSC/IAAPA survey (through 2024 data), Texas TDI quarterly injuries, and California DOSH portable-ride reports.

    What does not exist

      Method breaks: every time the ruler changed

      Any trend read across one of these lines is partly measuring the method change.

        Conflicts: both figures, both sources, nothing resolved

        How uneven the Saferparks record is

        Records per state per year. Big numbers mean a state reported to Saferparks, not that it had more accidents. New Jersey and California dominate the legacy years; most states barely appear.

        Worker injuries are a separate ledger

        OSHA's occupational records (127 "amusement ride" investigations, 184 "carnival" keyword hits, 8 fatal cases under the industry NAICS code 2021-2024) count ride mechanics crushed during maintenance and teardown falls. CPSC's patron series explicitly excluded workers, and its 1998 memo estimated occupational ride deaths ran about as common as patron deaths. Nothing on this page merges the two, and neither should you.

        Four things to weigh, then it is yours.

        • In the only same-ruler window, 1997-2004, permanent parks posted higher raw ER counts in most years, while carnival rides drew far fewer visitors under any denominator.
        • Every rate depends on whose attendance claim you accept; the carnival rate moves 5x on that single choice, and the park denominator is a trade survey estimate.
        • Documented deaths skew toward permanent parks 46 to 13, from reporting CPSC itself called incomplete, with no census at all after 2005.
        • The only cause signal that crosses both sides, Saferparks mechanical flags, runs about 5x higher for carnival rides, inside a dataset whose own rules forbid comparisons.

        What does not exist: a post-2005 carnival vs park injury split, any fatality census since 2005, and any measured count of fair-ride ridership, ever. Producing them would take an act of Congress restoring fixed-site jurisdiction to the CPSC, or a state-level reporting mandate with publication attached. Until then, the evidence above is all there is.
